GLENWOOD, Monterey — October 29, 2026. City documents shed new light on pedestrian crossing equipment along Glenwood Circle, including two locations where flashing crosswalk warning systems are listed and a neighborhood request to replace one of them. The documents do not establish whether the devices are working today or whether the requested replacement has been completed.

Which crossings appear in city records?

Appendix D of a City of Monterey solicitation for on-call traffic signal maintenance, distributed in February 2026, lists rectangular rapid flashing beacon systems (RRFBs) at Glenwood Circle near Monterey Peninsula College and at 200 Glenwood Circle. The same appendix lists one radar speed-feedback display on Glenwood Circle, described as a Safe Place 100 — Traffic Logix unit.

These are two different kinds of equipment. An RRFB flashes to alert drivers at a pedestrian crossing; a radar-feedback sign displays information intended to influence approaching vehicle speeds. They should not be confused when reporting faults to the city.

Important limitation: The appendix printed in the 2026 solicitation bears a “Ver. 04/2022” footer. Its inclusion in a newer procurement does not by itself confirm that all equipment listed remained installed and operational on October 29, 2026.

A replacement request for 200 Glenwood Circle

A separate Neighborhood and Community Improvement Program (NCIP) project application, catalogued as GW-02 in a December 17, 2025 agenda packet, proposed replacing the RRFB crosswalk sign at 200/201 Glenwood Circle. City staff marked the request as combined with a broader multi-neighborhood project, MN-05, rather than listing it as a stand-alone project.

Being consolidated into a larger proposal does not confirm that the city approved a replacement contract, purchased equipment or performed any installation. It does show that local residents placed the crossing on the city’s formal neighborhood-project list.

Why the maintenance solicitation matters

The city asked qualified electrical firms to propose routine preventative maintenance, troubleshooting, emergency repairs and equipment upgrades for signals, illuminated crossings, radar-feedback signs and related systems. The solicitation contemplated a renewable agreement with an initial one-year maximum of $500,000 and potential annual extensions. That is a contract spending ceiling across numerous citywide systems, not a dedicated Glenwood project budget.

For people crossing Glenwood Circle on foot, the practical unresolved question is whether both warning systems and the speed display function properly today. Any malfunction, blocked sign or unsafe crossing condition should be reported with its precise location to the City of Monterey’s Public Works team, rather than assuming that a document listing means the equipment has been inspected recently.
