GLENWOOD, Monterey — October 29, 2026. City of Monterey road-condition records show that streets sharing the Glenwood Circle name were assessed differently in the city’s latest publicly reviewed January 26, 2026 StreetSaver pavement inventory. In the published table, two sections of Glenwood Circle received Pavement Condition Index (PCI) scores of 75 and 88, while the neighborhood’s north and south access connections to Aguajito Road were scored 77 and 90, respectively.

Those are the city’s scores in a January 2026 report, not an inspection performed today. The source does not establish that a street has become unsafe, has since been repaved or is scheduled for emergency repair.

Four nearby sections, four recorded conditions

  • Glenwood Circle, Iris Canyon Road to the southern access connection: PCI 75. The city lists a mill-and-thick-overlay treatment dated February 28, 2020.
  • Glenwood Circle, southern to northern access connection: PCI 88, following a mill-and-thick-overlay treatment dated April 8, 2019.
  • North Glenwood Circle access, Glenwood Circle to Aguajito Road: PCI 77; microsurfacing dated May 10, 2024.
  • South Glenwood Circle access, Glenwood Circle to Aguajito Road: PCI 90; structural reconstruction dated November 10, 2023.

The descriptions above track the city database’s segment labels. Because the two access roads are separately identified, a reader should not describe a 77 rating as the score of all Glenwood Circle or of every entrance to the neighborhood.

Why is the southern access rated higher?

The south connection’s more recent recorded 2023 structural reconstruction and the north connection’s 2024 microsurfacing are different types of work, with different purposes. The data show both the dates and PCI figures, but do not independently establish that the treatment type is the sole cause of the score difference. Pavement conditions are influenced by several factors, and a qualified engineer would need more records to attribute a cause.

How can residents use the information?

The published segment inventory offers a starting point when a resident reports a surface hazard or asks why one entrance seems different from another. The most useful follow-up questions for Monterey Public Works are whether more recent PCI inspections exist, whether any Glenwood access road is on the next rehabilitation list and whether there is a current contract or traffic plan.

This is separate from the neighborhood’s crosswalk beacon and radar-speed sign proposals, which address pedestrian warning equipment rather than roadway pavement.

Primary source and limits

City of Monterey Measure P and S Oversight Committee, January 26, 2026 agenda packet, Item 4, pavement-condition database, packet page 28; City meeting records.

Records reviewed October 29, 2026. California58 reports dated official PCI data, not the precise condition on the roadway today. Subsequent city inspections and contracts should be checked before assuming the same scores remain current.
